Qualification Requirements: To be qualified, experience must ha= ve been progressively responsible with increasingly difficult and complex duties. Experience must have = been at the next lower or second lower grade or its non-federal equivalent. General Experience: Experience, education, or training which provided knowledge= of practices and procedures related to property management; general maintenance systems, materials requirements, and scheduling procedures. Specialized Experience: Must have 24 months of specialized experience that requires a general knowledge of techniques used in the construction and maintenance field. Experience which provided a knowle= dge of general facility operations in fields such as carpentry, painting, electric= al, plumbing, boiler plant operations, construction and maintenance of lawns, refrigeration and ventilation. Experience in managing and controlling budgets, materials, manpower needs, contracts a= nd procurements, and other viable resources.&= nbsp; Experience which demonstrates the ability to perform estimating and contracting procedures. Exper= ience which demonstrates the ability to deal with organization and agency representatives and various contract and supply vendors. Experience in preparing and direct= ing programs to support minor construction and facility maintenance and repair projects. Experience in prepa= ring and participating in presentations to federal, state and local officials in support of major construction operations and maintenance programs.

Experience in facility management or managing real prope= rty operations that required the candidate to plan, manage, monitor, evaluate, = and to manage, organize and establish priorities and plan for short and long-ra= nge activities. Experience in pre= paring and directing budget and funding requirements in support of minor construct= ion, facility operations and maintenance programs. Experience in a position of responsibility that required the applicant to evaluate operations and locate areas that need improvement. =

Substitution of Education for Specialized Experience: Educat= ion in an accredited college, university, or trade school may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time study, or 30 semester hours, or the equivalent) for= 12 months of specialized experience. Each 30 semester hours credited must include at least 6 semester hou= rs of courses which are directly related to the type of work of the position.<= span style=3D'mso-spacerun:yes'> Military training directly related= to the type of work of the position may be substituted on a day for day basis. Summary of Duties:= This position is located in the Joint Force Headquart= ers – State (JFHQ-S), Construction and Facilities Management Office (CFMO= ), Facilities Management Branch. The primary purpose of this position is to provide technical assistance in the identification, administration, development, coordination, and execution of statewide facilities operation, rehabilitation, improvement, and maintenanc= e and repair programs in Army National Guard (ARNG) facilities located in geographically separated areas.

(1) Reviews construction and maintenance requests to determine propriety. Determin= es the initial scope of minor and recurring construction projects through coordina= tion and consultation with using agencies. Identifies appropriate funding sources and/or project resources. Processes programming documents to include project books and initial cost estimates for the construction, maintenance, or repair of facilities.

(2) Provides guidance on the development of facility operations and maintenance methods, standards and techniques. Recommends and implements preventi= ve maintenance procedures to maximize the life expectancy of operational facilities. Prepares initial = plans and specifications for alterations and/or repairs. Reviews historical data, writes re= ports to explain technical difficulties in maintaining facilities, and recommends solutions. Provides guidance = to facility managers/building custodians in determining safe, effective, and economical use and operation of ARNG facilities.

(3) = Coordinates preparation of architectural and engineering drawings covering a broad rang= e of modifications for existing ARNG facilities within the state. Assists managers in review of arch= itect and engineer design and space criteria for economical utilization of facili= ties and equipment.

(4) = Coordinates with federal, state and local government agencies on matters concerning fire prevention, protection and suppression.&nb= sp; Performs routine inspections of existing facilities to ensure ongoing maintenance is accomplished within applicable guidelines. Assists in final inspections of new facilities and projects to ensure compliance with Occupational Safety and Health Administration (OSHA) and contract specifications. Organizes, implements, reviews and ensures compliance with the Department of Defense (DoD) Unified Facilities Criteria for Security Engineering. Performs reviews of plans and specifications for compliance. Conducts inspections/visits to assist facilities managers with secur= ity engineering compliance. Acts as the subject matter expert for CFMO in security engineering and related issues.

(5) = Participates in the development of long-range programs which provide facilities for the performance of administrative, logistic, maintenance and training functions= of the ARNG. Analyzes and determ= ines facility scope and priorities. Determines the most economical arrangement f= or identified facility utilization.

(6) Ensures maintenance of necessary records relating= to authorization, progress, production, cost and materials used incident to mi= nor construction projects accomplished by troop labor, and major maintenance and repair projects accomplished by any combination of resources. Reviews training site and service agreement payments for compliance with National Guard Bureau (NGB) guidance= .

EMPLOYMENT CONDITIONS

1. Military Technicians are ineligibl= e for enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician positio= n will terminate these incentives.

2. Technicians are paid through direct deposit/electronic funds transfer.

3. Male candidates born after 31 Dece= mber 1959 must be registered with the Selective Service.

4. Military Technicians in the except= ed service will wear the appropriate military uniform while performing as a technician.

5. Veteran's preference does not appl= y to National Guard Technician positions in accordance with Title 32 USC 709 (f). =
