Qualification Requirements:<= /b> To be qualifying, experience must have been progressively responsible with increasingly difficult and complex duties.= Experience must have been at the next lower or second lower grade or= its non-federal equivalent. General Experience:   Practical experience in a tra= de, craft, occupation or subject appropriate to the position to be filled. Specialized Experience: Must have 36 months of specialized experien= ce that provided knowledge of a wide range of training methods to present cour= ses of instruction. Summary of Duties: This position is located in the ARNG State Headquarters, G3-Plans, Operations and Training Office, Training Bran= ch. The primary purpose of this position is = to pr= epare training plans, methods of operations, and to provide staff level planning and assistance to ensure that the required training and readiness objectives are achieved.<= /p>

(1) De= velops short and long term training plans (5 years and more) for the state. Reviews and analyzes regulations, directives and documents of higher, lower and adjacent headquarters to ensu= re training objectives are identified and met. <= /span>Evaluates plans to ensure compliance with training regulations, guidance and policies= . Identifies weaknesses and problem = areas in training plans and schedules. Evaluates units overall effectiveness to accomplish the ARNG mission. Recommends and develops solutions, = procedures or alternatives to accomplish tra= ining objectives and goals. Provide= s guidance and assistance to major commands regarding readiness, plans and schedules. Develops transportation and support= requirements for military airlifts necessary f= or mission accomplishment. Provides advice to subordinate commands on military operations.

(2) Fu= nd manager responsible for the Annual Training accounts, orders production and review as a backfill for mobilized staff personnel. Will assist G3 with orders approva= l and unliquidated/expired duty review. Position is also the fund manager responsible for Overseas Developme= nt Training (ODT), General Officer mandays, and country clearances. Position requires demonstrated experience, or the ability to learn quickly the complexities of orders production and approval to include AFCOS, STANFINS, Per Diem, Entitlements, Allowances, etc. Writes or dr= afts G3 operational policies and guidance, and attends the AT scheduling confere= nce.

(3) Recommends priorities to accomplish training objectives. Determines training needs through analysis and interpretation of a wide variety of directives, regulations and training ob= jectives of DA and NGB. Analyses training evaluation programs. Develops surveys and questionnaires to evaluate training effectiveness.=

(4) An= alyzes the Overseas Deployment Training (ODT) Plan. Coordin= ates and disseminates changes to the ODT Plan with NGB, TAG staff, USPFPO and units. Attends and participates in CONUS, OCONUS major command conferences and training meetin= gs.

(5) Reviews requests for active component support, staffs requests for technical assistance and prepares recommendations to Training Administrator. Drafts instructions and guidance to units. Coordinates with 1A Senior Advisor, Training Support Battalions, and various military installations.=

(6) Develops and disseminates tr= aining opportunities and invitati= ons and coordinates with active and reser= ve units to consummate training. Revie= ws and recommends action on requests for utilization of training facilities at act= ive installations or other agency facilities and coordinates scheduling of their use.

EMPLOYMENT CONDITIONS
1. Military Technicians are ineligibl= e for enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician positio= n will terminate these incentives.

2. Technicians are paid through direct deposit/electronic funds transfer.

3. Male candidates born after 31 Dece= mber 1959 must be registered with the Selective Service.

4. Military Technicians in the except= ed service will wear the appropriate military uniform while performing as a technician.

5. Veteran's preference does not appl= y to National Guard Technician positions in accordance with Title 32 USC 709 (f).   =
